Cape and Islands License Plate Grant Program
GRANT PROGRAM APPLICATION GUIDELINES || COVER SHEET
The Cape Cod Economic Development Council announces the availability of up to $150,000 total in grant funds for projects that support economic development in the region. The EDC seeks Letters of Intent for economic development in these areas only:

Science, technology, education and math skills programs

Marine mechanics program development targeted to increased understanding of computerized engine systems, pollution and contaminate disposal, emissions systems and alternative (i.e. bio) fuels

New-media technology and alternative energy development
-
Regional transportation or smart node community planning projects
-
Applied learning program development for underserved populations for community libraries
-
Distribution channel development for locally grown produce or locally developed products
The Grant Program will give preference to initiatives that are consistent with the goals of the Cape Cod Comprehensive Economic Development Strategy (CEDS) and the 16 Regional Priority Projects identified therein. In addition, preference is given to ideas that produce new economic activity, respond to a well-defined regional need or opportunity, require seed funding for early stage planning or implementation, create lasting collaborations, and create sustainable models that have the potential to be replicated in other parts of the region. Preference will be given to applicants with multiple funding sources who clearly describe how a project addresses a particular regional need and who document a project’s potential for long-term sustainability. Projects of limited duration that do not impact long-term economic development goals or sufficient numbers of residents or are not economic development projects will not be considered.
Eligibility Criteria:

Eligible applicants include non-profits, educational institutions, and municipalities located in Barnstable County, as well as agencies that are part of Barnstable County government.

Eligible applicants shall collaborate with partner organizations; partners may include for-profit and non-profit entities, educational institutions, and/or government agencies. Each organization is expected to make a meaningful contribution to the project.

Eligible projects must demonstrate matching funds equal to at least 25% of the grant funds being requested; matching funds shall be obtained prior to implementation and may be both cash and in-kind with in-kind not to exceed 20% of the total match.
Evaluation Criteria:
Letters of Intent will be reviewed by a committee of the CCEDC for the purpose of selecting a limited number of applicants who will be asked to submit full project proposals shortly thereafter. Letters of Intent will be evaluated on each of the following aspects:

Documented Need:
Does the project address a specific need? Have you defined the need? Does the project represent a creative response to a well-defined need?

Innovative Project Design: Does the project make innovative use of Cape Cod’s resources and assets? Is it well designed? Does the project support the retention/expansion of an existing program, or start a new program? Does the project bring added value to an existing set of activities or assets so that their economic impact/benefit is increased?

Scope of Impact:
Does the project provide a regional benefit? Approximately how many people will be served by this project? Does the project benefit a large number of participants or have the potential to be replicated? What is the project’s economic value for a specific population or area?

Collaboration:
Does the project involve multiple collaborating organizations sharing resources, management and/or facilities to conceptualize, develop and implement the project?

Leveraging Resources:
Does the project leverage additional sources of cash and in-kind support? Projects that leverage additional sources of support will be given preference. While both cash and in-kind sources are allowed, cash sources will receive greater weight during the review process. Indicate matching/leveraged resources on your budget.

Accountability:
Does the project clearly delineate expected costs and revenues? Is project management responsible and accountable? Is the project sustainable? Does the project provide direct and measurable results?
Directions for Submitting Letters of Intent:

Letters of Intent shall be no more than two (2) pages of narrative explaining the project and stating the total grant amount being requested.

Attached to the letter should be a cover sheet and a one page preliminary project budget.

Letters of Intent must be either hand-delivered or postmarked by 12:00 noon on Friday, February 12, 2010. Any Letter of Intent that is either hand-delivered or postmarked after the stated time will be declared non-responsive and returned to the applicant.
